AC replacement and installation in Tampa Bay

Load calculation, SEER2, the new refrigerants, permits, the TECO and Duke rules, and the flood-elevation rule on the Pinellas coast, explained before you sign.

A replacement around the bay is a permitted job with more moving parts than it had five years ago: a new refrigerant, a new efficiency scale, a federal credit that ended, two utilities with different rebate rules, and on the Pinellas coast, a flood rule that decides where the condenser can sit. None of it is hard once it is laid out, and a good contractor lays it out in the quote.

Call or send the form and get connected with an independent local air-conditioning contractor who installs systems in your part of Hillsborough or Pinellas. Ask the contractor to inspect, do the load calculation, and quote the equipment, the permit, and the work in writing.

What a quote should show

  • The load calculation (ACCA Manual J) and the equipment selection from it (Manual S), as Florida's energy code requires; not the old tonnage copied forward. Ducts, insulation, windows, and orientation decide the size; an oversized system short-cycles and leaves the humidity behind.
  • The SEER2 rating and the refrigerant. The federal minimum for the Southeast since 2023 is 14.3 SEER2 for split systems under 45,000 Btu/h (13.8 above) and 14.3 SEER2 with 7.5 HSPF2 for heat pumps. Tampa Electric's rebate tiers start at SEER2 15.2 and 16.2; Duke Energy's at SEER2 15.2, with a higher tier at SEER2 16 for strip-heat conversions.
  • The refrigerant: R-454B or R-32 depending on the manufacturer for new systems, both mildly flammable A2L refrigerants that need matched equipment. An EPA rule effective July 27, 2026 lets R-410A units made in or imported into the US before 2025 be installed while stock lasts; either is legal, and the quote should say which and why.
  • The permit and the inspection: a mechanical permit in every city and both counties, pulled by the contractor. For a job that needs only the mechanical permit, Hillsborough requires a Notice of Commencement (a recorded notice that work is starting) only at $15,000 or more; a job that adds electrical or structural work can change that, so the permitting office confirms it for the actual scope.
  • The condenser location and its anchoring to the site's design wind speed (145 mph everywhere in Pinellas), and on the coast, the flood elevation (below).
  • The line set, the disconnect, the pad or platform, the drain, and whether the ducts are being sealed or replaced. The warranty registration deadline, which the contractor should handle.

Rebates: two utilities, two sets of rules

Hillsborough is Tampa Electric. Its Heating & Cooling program has two tiers, SEER2 15.2 and SEER2 16.2, for heat pumps and for straight-cool systems paired with a new natural-gas furnace; ductless mini-splits are excluded; the application, with the AHRI certificate and the paid invoice, is due within 90 days of installation. The amounts are on TECO's page.

Pinellas is Duke Energy Florida. Its rebates require a Duke Home Energy Check (Duke does not charge for it) within the previous 24 months; for an emergency replacement the check can be done within 12 months after. Replacing an existing AC or heat pump needs SEER2 15.2 (heat pumps also HSPF2 7.5); replacing strip heat with a heat pump has two tiers, SEER2 15.2 and SEER2 16; the work must be done by a licensed, insured AC contractor and is filed on Duke's rebate portal.

The federal Section 25C credit ended for equipment placed in service after December 31, 2025; the credit is not available for a 2026 install. Florida's separate federally funded rebate programs were not open for applications when this was written. If a quote still lists a federal credit, ask why.

After a flood: the Pinellas rule

Helene's surge on September 26, 2024 reached 6.67 feet above the normal high tide at Clearwater Beach and 6.31 feet at St. Petersburg, both records, and put condensers under salt water from the beaches to Shore Acres. AHRI's guidance is that flood-damaged heating and cooling equipment "should be replaced and not repaired." The Florida Building Code (Residential R322.1.6) then requires that in a flood hazard area the replacement of exterior equipment damaged by flood goes at or above the required flood elevation; Pinellas County requires at least one foot above the base flood elevation for new and substantially improved buildings, cities can set the design flood elevation higher, and the county's Flood Information Services ((727) 464-7700) gives the number for an address. In practice: the new condenser usually comes back on a platform at that elevation, permitted, and the quote should show it; a unit already on a compliant platform need not move.

Housing around the bay and what it changes

  • Retrofit systems in South Tampa and St. Petersburg's older neighborhoods: undersized returns and add-on ducts, so the replacement often starts with the air side.
  • 1990s–2010s subdivisions in New Tampa, Riverview, and Brandon: heat pumps with strip heat, ducts in vented attics; sealing them while the system is out is the cheapest efficiency you will buy.
  • Manufactured homes in Largo and Pinellas Park: package units or mobile-home split systems, permitted through the city, with their own tie-down detail.
  • Condos: air handlers in closets and condensers on roofs, association approval, and sometimes a crane.
