Ductless systems solve the rooms the central system was never built for: the garage in Riverview that became a gym, the Florida room in Largo, the addition in Seminole Heights, the garage apartment in St. Petersburg, and the whole 1950s house in Pinellas Park that still has no ducts. One outdoor unit, one to four indoor heads, each on its own thermostat.

Where they make sense

A room the central system does not reach, or reaches badly: additions, converted garages, Florida rooms, bonus rooms over the garage.
A house with no ducts and no room for them: older concrete-block houses and manufactured homes where a multi-head system is the whole solution.
A room with a different schedule: a home office cooled all day while the rest of the house is not.

What the quote should show

Head sizes from the room loads, not a guess; an oversized head in a small room leaves it clammy.
The outdoor unit's location, its anchoring to the site's wind speed, and on the Pinellas coast, its elevation in a flood zone (the same R322.1.6 rule as any condenser).
The electrical: a dedicated circuit and a disconnect, which is a licensed electrician's work if the contractor does not hold that license.
The line-set run and the wall penetrations, and where the condensate goes.
The permit: a mechanical permit in every city and both counties; a system installed without one has no inspection and no record.
The refrigerant (new mini-splits use R-32 or R-454B) and the warranty registration.

Rebates

Tampa Electric's Heating & Cooling program explicitly excludes ductless mini-splits, so a mini-split in Hillsborough carries no TECO rebate. Duke Energy's HVAC replacement rebates are written around replacing an existing central AC, heat pump, or strip heat, so ask the contractor whether a specific ductless job qualifies before counting on one; do not let a quote assume it.

Verify the license

Ask for the license number and check it before you sign. A certified air-conditioning contractor begins with CAC; a registered one with RA; mechanical contractors with CMC or RM.
